Hi mate. That drain tube looks like a standard kitchen sink drainer. You can get those at any hardware store.
If you want to get it right, do it right. Remove the hardware, then sand. This is the ONLY way to make a decent job of it. Nothing looks worse than painted in deck hardware. It also means that when the hardware is off, it can be inspected, cleaned, polished, lubricated and refinished and when it goes back on, it looks so much better. This is the way :)…
