If that woman lives in a neighborhood where soliciting is illegal, then she lives in a neighborhood that resides on private property. The entire neighborhood is private property and the only reason why landscapers would be (allegedly knocking on doors) on lawn mowers is because the HOA that she pays every month contracted them to do it.
