I don't think this song is exclusively about alcohol and drugs/psychedelics (though obviously that's a part of it), it's also about nostalgia for a relationship that has gone sour. The speaker wants to go back to the good old days of being with his lover, but since then the sparks have faded. The drug references could mean he is either associating doing drugs with her as having a good time, or he is self-medicating to keep away the pain away, or maybe both. I dunno. Just my interpretation.
