Miss Ohio was previously Miss Alabama in the 1980 Miss USA Pageant. She placed 3rd runner-up there and was 4th runner-up in this pageant.

@ Victor: Easy to find your answer by going to the Miss Massachussetts wiki page (be sure it is just as typed above or otherwise you may end up on the Miss Mass USA program page instead) and scroll down to this year and you will see that Holly Mayer was 26 that year, which happened to be the oldest aged a contestant could be to qualify. That rule changed in 93 making the cut off age 24. So ages 17-24 can qualify. And a 17 yr old from Nebraska won a few years back at the 90th anniversary pageant.
Goodness. Was the minimum age requirement back then 40???
